ACM’S Impunity Resolution On International Day To End Impunity

Resolution passed by the Association of Caribbean MediaWorkers meeting at its Seventh Biennial General Assembly in Port of Spain, Trinidad on October 26, 2013 (Download)

Recognising the designation of November 23 by the International Freedom of Expression (IFEX) in the year 2011 as International Day to End Impunity;

Noting the referencing of the Ampatuan Massacre in the Philippines on November 23, 2009 which claimed 57 victims including 32 journalists and media workers;

Guided by the Charter of the United Nations, the Universal Declaration of Human Rights and the International Covenants on Human Rights, the OAS Democratic Charter and the Charter of Civil Society of the Caribbean Community (CARICOM);

Noting the 2006 Joint Declaration of the UN Special Rapporteur on Freedom of Opinion and Expression, the OSCE Representative on Freedom of the Media, the OAS Special Rapporteur on Freedom of Expression and the ACHPR (African Commission on Human and Peoples’ Rights) Special Rapporteur on Freedom of Expression which calls for action against impunity in cases of attacks against journalists;
